Biography
Andrew B Brown has served as Chief Inspector in Police Scotland for over 29 years and is currently the Head of Leadership Development Delivery for Police Scotland. A Chartered Manager and Fellow of the Chartered Management Institute, he is also an editorial board member of the Criminal Psychology & Criminal Investigations International Journal. A former Area Commander of Caithness, Sutherland & Easter Ross, he was responsible for overseeing the response to criminal incidents throughout a vast geographical area and revising the armed security arrangements for the protection of his Royal Highness, The Prince of Wales to Caithness. Through his experience he has special interest in dealing with maritime incidents, both hostage taking and crisis intervention; a subject on which he lectures both nationally and internationally. He has taught hostage/crisis negotiators since 2002 and has participated in a number of the highest UK Government level counter terrorism exercises in key roles and was deployed to the recent Algerian Hostage Crisis. As an Associate Lecturer, he is one of the founding members of the Police (Special Operations) Research Group at the Robert Gordon University and in 2009, he was awarded a Practitioner Fellowship from Scottish Institute for Policing Research.
He is conducting doctoral research into the effectiveness of police negotiators’ deployment to incidents of deliberate self-harm. As the 2011/12 Scottish Fulbright Police Research Fellow he conducted doctoral research and lectured in maritime terrorism & negotiation as a visiting Professor at John Jay College of Criminal Justice, New York and at Texas State University. He introduced negotiation skills to the United States Marshal Service Fugitive Task Force, New York and has critiqued the NYPD Hostage Negotiator programme. Internationally, he lectures extensively to both the Oil & Gas and Shipping Industry on maritime terrorism, hostage taking & negotiation and has co-edited Modern Piracy & Maritime Terrorism: The Challenges of Piracy for the 21st Century and contributed a chapter to the 5th Edition Crisis Negotiations: Managing Critical Incidents and Hostage Situations in Law Enforcement & Corrections. He co-designed with Emeritus Professor David Alexander, Hostage Negotiation Skills to selected officers at the School of Military Intelligence, Murree, Pakistan. Additionally, he has also designed and delivered negotiation & de-escalation skills training to The Royal Regiment of Scotland, prior to their deployment on Op HERRICK 18 to combat ‘Green-on-Blue’ attacks, the success of which has now informed military doctrine on Communication, Negotiation & Mediation and Behaviour Detection (CNBD) and which he has extended to Spanish & Swiss Militaries.
